The Park's primary use will be for amateur and semi-professional club automotive events, sanctioned by responsible organizations such as the Sports Car Club of America (SCCA). The road circuit track has been laid out and designed by an internationally renowned engineering company that specializes in this type of work. .... The primary patrons of Liberty Bell Motorsports Park will be the participants and their families and friends. Liberty Bell Motorsports Park will host the type of events that do not typically draw many spectators. ....It will not host drag racing or professional oval track racing, the kinds of events that typically draw large crowds of spectators.
